Gloucestershire Airport chief to step down as new owner reveals 'bold' plan for growth

The new owner of Gloucestershire Airport has laid out its vision to transform it into 'a thriving, sustainable and inclusive regional hub', while current managing director Jason Ivey announces he is standing down in the new year.

Cheltenham Borough Council and Gloucester City Council put Gloucestershire Airport up for sale in 2023, saying a capital injection was needed to help the aviation hub 'reach the next level'.

Managing director of Gloucestershire Airport, Jason Ivey, has announced he is stepping down from the role next year, as new owner Horizon Aero Group Limited outlines its vision for the future.

Jason is set to leave the airport for 'personal reasons' in January 2026, having played a key role in its development under joint owners Cheltenham Borough Council and Gloucester City Council since he was appointed in 2023.

It comes with new owner Horizon – revealed as the councils' preferred bidder for the sale of the airport and its operating company in July – laying out a 'bold' plan for 'inclusive growth' through its social value charter, this September 2025.

Jason will remain actively involved during the handover period to ensure a smooth transition to Horizon ownership, with the recruitment of a new managing director set to begin 'shortly'.

'It has been a genuine privilege to lead Gloucestershire Airport, and I’ve thoroughly enjoyed every moment of my time here', Jason said.

'I believe the Horizon Aero Group is exceptionally well positioned to take the airport forward, developing it into a thriving aviation hub that will continue to serve and benefit the region for generations to come. 

He added: 'I wish Horizon, and my successor, every success in the exciting journey ahead.'

Horizon says its approach will focus on creating new training, apprenticeship and career opportunities for local people; supporting local businesses and positioning the airport as a hub for innovation; and strengthening community ties and 'contributing to Gloucestershire’s vibrant social fabric'.

It will also seek to ensure a safe, inclusive and supportive environment for all; advance biodiversity and low-carbon operations; and embed ethical and sustainable practices across its supply chain.

It has also made a series of pledges aimed at ensuring 'immediate and lasting impact', including carrying out a full review of jobs, suppliers, emissions and accessibility in year one, with public reporting; holding quarterly stakeholder forums to co-design social value priorities with councils, businesses and communities; and carrying out a full review and update of procurement policies and supplier standards.

It will also seek to launch a new apprenticeship and internship programme within 12 months; and source 30 per cent of its electricity from renewables by the end of year three.
