New six-storey building with 141 apartments could be 'missing piece' of Gloucester Docks regeneration

A new six-storey building made up of 141 apartments could be built at Gloucester Docks – and a historic building given a new lease of life – under plans submitted this February 2026.

Developers say the apartment building would 'reflect the unique charm and character' of Gloucester Docks, informed by design elements of both modern and historic neighbouring buildings.

Plans have been revealed for a new six-storey building housing 141 'high-quality' rental apartments at Gloucester Docks.

Under the banner H2O Urban, The Canal and Rivers Trust and its developer partner, bloc, want to build the new apartments at the 'underused' West Quay site – just opposite Gloucester Quays, between Llanthony Road and Severn Road.

The single six-storey building would consist of a mix of 141 one and two-bedroom apartments, all of which will be offered for rent, with the partnership citing a 'high annual requirement' for new homes in Gloucester.

The partners say under the Build to Rent (BTR) model, the whole of the new development would be owned by a single entity, who would be responsible for letting each home as well as managing and operating the upkeep of the building and its external spaces.

The site, which sits within the Docks Conservation Area, currently consists of a car park and three warehouses. The partners want to retain the former GWR warehouse in a bid to 'preserve the history and character' of the area, converting it into a multi-use social space with a gym, games area, parcel storage and reception. The two other 'shed' buildings would be demolished.

Designed in an 'L' shape, the main part of the new building would be informed by the 'existing modern character' of nearby developments, while its shorter leg would be in keeping with neighbouring historic buildings, through its height, window sizes, brick work and detailing.

There would also be amenity space for residents along with cycle storage; and external areas including an accessible 'plaza', overlooking the dry dock basin and the wider historical docks.

The plans also include a small commercial unit, at the front of the building facing the dockside.

People have until Wednesday 18 February 2026 to comment on the proposals, with the scheme due to be considered by Gloucester City Council by Wednesday 29 April 2026.
