Two Rivers Housing appoints new CEO

The Forest of Dean-based affordable housing group has appointed Kevin Bennett as its new chief executive officer, taking the helm from June 2026.

Kevin Bennett is taking on the chief executive officer position at Two Rivers Housing.

Succeeding Hayley Selway as CEO who is stepping down in June 2026 to take on a consultancy role, Kevin Bennett is joining Gloucestershire housing association Two Rivers Housing from Housing Plus Group, where he served as regional director for the west region, overseeing services including repairs, maintenance, housing and estate management.

Two Rivers Housing provides affordable housing for more than 4,600 families across Gloucestershire and the Forest of Dean. The organisation has pledged to build 1,000 affordable homes between 2018 and 2028 and had completed 687 by March 2024.

Kevin's previous experience also includes roles as chief executive officer at Tai Calon Community Housing Limited, where he led the organisation through a period of change, developing a new strategic vision and strengthening company culture; and senior leadership roles at Bromford and Solihull Community Housing, with a focus on customer experience, operational performance and business transformation.

Commenting on the appointment, vice chair of Two Rivers Housing, Tim Jackson, said: ‘We’re delighted that Kevin will be joining us as our new chief executive. He is focused on ensuring that customers remain at the heart of our decision making and is committed to making a real difference for the communities we serve.

‘He is a strategic leader with an in-depth knowledge of operational management and a proven track record for driving business transformation, strengthening culture and delivering performance improvements.’

Kevin is also a trustee board member for Gloucestershire charity Move More, which encourages children to live healthy and active lifestyles.

He said of his appointment: ‘It’s a privilege to be joining Two Rivers Housing as chief executive. Being a strong advocate for customers has shaped my career, and that same commitment runs through the heart of this organisation.

‘Living in Tewkesbury, I feel a strong connection to the communities we serve across Gloucestershire and Herefordshire. I’m excited to meet tenants and colleagues, and to build on the progress Hayley and the team have made as we continue delivering warm, safe, affordable homes for local people.’
